Backgrounf:-
The Skill Development Department was established by the Government
of Sikkim in September, 2015 vide Notification, No. 44/Home/2015 dated 21.09.2015.
The Hon’ble Chief Minister Shri Prem Singh Tamang (Golay) is the Minister-in-charge
of the Department.
The Department was setup to evolve an appropriate skill development framework by
creating opportunities for the youths of Sikkim especially for the dropouts and
unemployed youths by providing various Industrial and skill development trainings
for gainful job/wage employement & self employment.
The Department being under priority sector of the Government provides such opportunities
of capacity buildings through craftsmenship training, apprenticeship training, livelihood
training and trainings through DDUGKY, PMKVY among others.
Target:-
To eradicate unemployment and to facilitate more employment to the individuals by
making the youth skilful in such a way so that every youth gets employed and promote
entrepreneurship.

ALLOCATION OF BUSINESS :-
As per the Government of Sikkim (Allocation of Business) Rules, 2004-
- Matters relating to Chief Ministers Self Employment Scheme
- Matters relating to training and Schemes for the educated unemployed youth under
Skill Development Scheme and Entrepreneurship.
- Comprehensive Educational Loan Scheme to be implemented through SIDICO.
- Coordination with all concerned for evolving an appropriate skill development framework,
removal of disconnect between the demand for an supply of skilled manpower through
vocational and technical training, skill up-gradation, building of new skills, innovative
thinking and talent not only for the existing jobs but also the jobs that are to
be created.
- Coordination with organisations and institutes outside the State and abroad.
- Mapping of existing skills and their certification.
- Expansion of youth entrepreneurship education and capacity through forging strong
partnership between educational institutions, business and other community organisations
and set national standards for it.

The Department is headed by the Secretary who is supported by Officers of the rank
of Additional Secretary, Additional Director, Deputy Director, Under Secretary and
Officer Superintendent along with Staff members.
1. Directorate of Craftsmanship Training Scheme &Employment (DCTSE) -
The DCTSE was constituted vide Notification, No. GOS/DL/R/10/10-11/62 dated :02/08/2010
and is now headed by a Director. It was created by the Government in 2010 which
Scheme was introduced by the Government of India in 1950. There are three Government
ITIs, one Sokaythang Hospitality Training Institute (SHTI) and one Apparel Training
& Design Centre, Sokaythang (ATDC) . The main objective was to ensure a steady flow
of skilled workers in different trades for the domestic industry, to raise the quality
and quantity of industrial production by systematic training of workers and to reduce
unemployment among the educated youths by equipping them for a suitable industrial
employment.>br> The Institute is presently imparting training in Craftsmanship Training
Scheme (CTS) in fourteen number of trades at Government ITI, Rangpo, seven in Government
ITI, Namchi and six trades at Government ITI, Gyalshing and among these 24 trades
are affiliated under National Council of Vocational Training(NCVT) and 3 trades
are running under State Council for Vocational Training (SCVT).
i. Apparel Training & Design Centre (ATDC)
ATDC which is a registered society under the Society’s Registration Act 1860 at
New Delhi promoted by the Apparel Export Promotion Council (Sponsored by Ministry
of Textiles, Govt. of India) was established at SDED’s premises Sokaythang on 21st
December 2015 under Memorandum of Understanding (MOU) with the aim to impart training
to the unemployed youths of Sikkim so as to earn their livelihood. It imparts trainings
on –
- Sewing Machine Operator
- Sampling Coordinator/ GCT and
- Production Supervisor Sewing
ii. Sokaythang Hospitality Training Institute (SHTI)

Model Career Centre's for Sikkim are institutionalized Model Career Counseling Centers
which have been set up for three districts of Sikkim at SDED, Sokaythang, SICB,
Karfectar and Dentam Livelihood School under central funding to provide a streamlined
process for mobilization, counseling and career guidance as per the guidelines of
Directorate General ofEmployment and Training (DGE&T), Government of India.
Each centre is fully equippedwith computers, furniture, Q-machine, Projectors, TV,
group and individualcounselling rooms, sound systems, standees, electrification
and other akin asper the guidelines of DGE&T, Government of India.
